The NASA SEWP (Solutions for Enterprise-Wide Procurement), pronounced “soup", provides the latest Information Technology, Communication, and Audio-Visual (ITC/AV) solutions and services for all Federal Agencies and their approved contractors. Created in 1993, SEWP I was the first Government-Wide Acquisition Contract (GWAC) in the federal acquisition space. Originally, the contract vehicle provided only technology products for NASA and all other agencies. SEWP has continually evolved over the past 30 years, expanding its scope to meet the requests of its customers. The SEWP vehicle represents acquisition innovation within the Federal Government. The program is self-funded through usage fees (0.34%) and provides all Federal agencies with acquisition support - more than 50,000 orders a year.

HOW TO OBTAIN A QUOTE

Government customers may request a quote for Category B services through the SEWP Quote Request Tool (QRT), which will automatically route Requests for Quote (RFQs) to ASCS Solutions when the company is included in a selected Group or suggested source. Customers may also contact ASCS Solutions directly to discuss requirements, shape a solution approach, or request a quote.

To speed quote turnaround, please include the following with your request:

  1. A description of the requirement, including affected departments, locations, or field offices

  2. Anticipated period of performance and any required start date

  3. Place of performance and any clearance or citizenship requirements

  4. Any agency-specific terms, conditions, or security standards that will apply

  5. The SEWP RFQ number, if the request originated in the QRT

If you are unsure whether a requirement fits within Category B, contact the ASCS Solutions Program Manager before issuing it. Customers may also request a scope determination directly from the NASA SEWP PMO by sending an overview and/or bill of materials (BOM) to help@sewp.nasa.gov.

A.1.13 FAIR OPPORTUNITY AND REQUESTS FOR QUOTES

Contractors will be provided a fair opportunity at the individual order level as appropriate per FAR Part 16.505(b), including the SEWP RFQ tools. No documentation for the order selection is required to be submitted with the order. All such documentation is to be maintained by the issuing procurement office.

The Contractor shall not market, quote or otherwise offer for sale, any IT Solutions not listed under this contract, until the said solutions are included in the SEWP database of record, and available to all Government end-users. If the Government issues a Request For Information (RFI) as part of market research, the Contractor may provide items not yet listed on their SEWP contract as part of a market research quote if:

1. all such items are clearly marked as not yet available on their SEWP contract; and

2. the contractor submits a technology refreshment request to add those products to their contract If the Government issues a Request For Quote (RFQ) or a Market Research Request (MRR), the Contractor may only respond with items available on their Contract and the price of each item shall be no greater than the price in Attachment F SEWP database of record at the time the quote is issued. If the Contractor has insufficient items on their contract to fully respond to the Formal RFQ, the Contractor must respond with a No Bid. Unless the RFQ specifically allows for partial quotes, the Contractor must respond fully to all requirement specified in the RFQ. When submitting a quote to a government end-user, the contractor must clearly state the length of time the quote is valid. The contractor shall honor any order submitted within the stated time period of a quote.

When responding to an RFI or RFQ issued from the NASA SEWP RFQ on-line quoting system, the Contractor must respond as outlined in Attachment C: Contract Holder User Manual (CHUM).

Contract Holders are prohibited from using Government information posted on the NASA SEWP Contract Holder Only Page, such as RFQs, RFIs, etc., for purposes other than proposing on SEWP requirements. This includes Contract Holders providing third parties with SEWP information and requirements for the purpose of assisting companies, that are not SEWP Contract Holders, with providing unsolicited proposals to meet agency requirements already posted to the NASA SEWP RFQ on-line quoting system

SUPPORT, WARRANTY & POST-DELIVERY ISSUES

Category B requirements are service solutions rather than product purchases, so most orders do not involve delivered hardware or software requiring installation or warranty support. Where a Category B order does include ancillary supplies or software under subcategory 11b, the following applies:

Installation and integration. Any installation, configuration, or integration effort associated with a task order is performed as part of the ordered services and scheduled directly with the customer point of contact identified on the order.

Basic warranty. Ancillary products delivered under a Category B order carry the standard commercial warranty offered by the original equipment manufacturer (OEM), passed through to the Government in full. Warranty terms, duration, and coverage are identified on the quote for each item.

Extended warranty. Where extended warranty or maintenance coverage is available for ancillary products, it may be quoted at the time of order or added later. Contact the ASCS Solutions Program Office for a quote.

Software support. Software licensing and maintenance provided as part of a Category B solution include the manufacturer-published patches, defect fixes, and version updates covered by the commercial purchase price. License keys, entitlement confirmations, and renewal notices are coordinated through the ASCS Solutions Program Office.

Technical support. For technical assistance with a delivered service or product, customers may contact the ASCS Solutions Program Office, which will engage the responsible member company or manufacturer and track the issue to resolution. ASCS Solutions remains the customer's single point of accountability for any support issue arising from a SEWP VI order, regardless of which party performs the underlying work.

TROUBLESHOOTING A PROBLEM ORDER

Customers experiencing an issue with an order — including service delivery problems, invoicing or payment questions, staffing or performance concerns, or a needed order modification — should escalate as follows:

Step 1. Contact the ASCS Solutions SEWP Program Manager, Michele Riche, at michele.riche@ascssolutions.com or 703-216-5562. Please have the SEWP order number, agency order number, and SEWP Control Number (SCN) available.

Step 2. If the Program Manager is unavailable or the issue is not resolved, contact the Deputy Program Manager, Hans Wald, at hans.wald@ascssolutions.com or 917-288-4443.

Order modifications — including changes to scope, period of performance, or dollar value — must be routed through the SEWP PMO by the issuing agency, not made directly with ASCS Solutions.
